ABSTRACT: The article studies the essence of the professional expert communities, their participation in the most effective solutions to difficult social and economic issues in the Russian Federation, and assistance in the development of certain elements of the education sector and the National Qualifications System (NQS) in the country. Up to the present date, professional expert communities have never been the subject of research. Moreover, the role and actual involvement of such communities in the formation and development of the National Qualifications System has not been analyzed. The theoretical and methodological basis for the study is the institutional approach, which allowed identifying the factors ensuring the professional group stability and to analyze the potential of the studied communities. Also, the research is conducted within the framework of the management theories related to non-profit organizations. Having systematized the existing modern approaches to comparative analysis of competence-based communities in terms of their professional self-organization level, and the results obtained by the author of this article during previous monitoring of their activities, the author has developped her own methodological approaches to an empirical study of activities conducted by professional expert communities. Based on these approaches, the author monitored the activities of 104 professional communities. Among these communities, using the formulated criteria, the author of the article identified professional expert communities. An assessment was also made of the readiness of these communities to participate in the development of the National Qualifications System. The findings may be interesting to state authorities, who implement policies aimed at developing the education sector and the National Qualifications System. Besides, they may also be useful for elaboration and unification of educational and professional standards, independent assessment of qualifications, etc. |
RESUMEN: El artículo está dedicado a los resultados del monitoreo de la presencia en la Federación Rusa de comunidades de expertos profesionales que tienen un impacto especial en la asistencia para resolver problemas de naturaleza socioeconómica, incluido el desarrollo de ciertos elementos del sistema educativo y el sistema nacional de calificaciones en el país. Hasta ahora, tales estudios, que distinguen a expertos profesionales como su objeto, no se han llevado a cabo por completo; además, no se ha analizado el papel y el nivel real de participación de tales comunidades en la formación y desarrollo del Sistema Nacional de Calificación. La base teórica y metodológica del estudio es el enfoque institucional, que permite analizar los requisitos previos para la estabilidad de los grupos profesionales y el potencial de las comunidades estudiadas, así como la teoría de la gestión de las organizaciones sin fines de lucro. La sistematización de los enfoques de los científicos modernos para un análisis comparativo de grupos profesionales en términos del nivel de autoorganización profesional, así como los resultados de investigaciones previas en el campo de la supervisión de las actividades de las comunidades profesionales, han permitido el desarrollo de enfoques metodológicos para la investigación empírica de las actividades de las comunidades profesionales de expertos. Los resultados pueden ser de interés para las autoridades estatales en la implementación de políticas destinadas a desarrollar el sistema educativo y el sistema nacional de calificaciones, en la resolución de problemas dirigidos a desarrollar y combinar estándares educativos y profesionales, realizar una evaluación independiente de las calificaciones, etc. Com base nessas abordagens, o autor do artigo acompanhou as atividades de 104 comunidades profissionais, dentre as quais, com base nos critérios desenvolvidos, foram identificadas as comunidades profissionais que podem ser classificadas como especialistas. Também foi feita uma avaliação da disponibilidade dessas comunidades para participar do desenvolvimento do sistema nacional de qualificações. |
